CALLED MEETING

For the

City Council of Lookout Mountain, Georgia

June 15, 2009

 

PRESIDING:  Thomas G. Gifford, Mayor

 

PRESENT:  Vice Mayor Dennis Eischeid, Council Members David Bennett, Sandy Gothard, Catherine Kelley, City Attorney Bill Pickering, and City Clerk Dana Driver. 

 

ABSENT:  David Fussell

 

CALL TO ORDER:  Mayor Gifford called the meeting of the City Council to order at 5:30 p.m. at City Hall, 1214 Lula Lake Road, Lookout Mountain, Georgia. 

 

APPROVAL OF MINUTES:  The minutes of the regular meeting held May 21, 2009 were approved as submitted. 

 

COMPREHENSIVE PLAN PROCESS – The Mayor announced that Phil Walker of the Walker Collaborative has begun preliminary work on the City’s Comprehensive Plan.  Councilman Sandy Gothard is working on finalizing the steering committee.  Mr. Walker will be here July 14 and July 15 conducting the public meeting and stakeholder meetings.   Mr. Walker is preparing the vision survey, and the City is looking at options to get the survey to as many people as possible. 

 

TOWN CENTER PROPERTY UPDATE – The Mayor announced that Mr. Scott Maclellan will start with the asbestos abatement of his property on June 18th.  The whole building will be torn down after the abatement.  The Mayor will meet with Mr. Maclellan to discuss options for the parking lot.

 

EXISTING FENCE ORDINANCE – AMENDMENT – City Attorney Bill Pickering presented an amendment to the fence ordinance.  The Planning Commission removed Section E that would have given a neighbor approval or disapproval of a proposed fence. The amendment states that no chain link fence will be allowed except in a hardship case, the fence must greater than 250 feet in length, the fence must not be visible from the street, must be obscured by non-invasive types of vegetation and must be coated in a material and color approved by the Planning Commission.  After further discussion, motion was made by Sandy Gothard to pass the new fence ordinance, as explained above, to amend Ordinance Nos. 25, 44, 129 and 215. The motion was seconded by David Bennett and the ordinance passed on first reading.    

 

ORDINANCE AMENDING 2008-2009 BUDGET - City Attorney Bill Pickering read in its entirety an ordinance to amend the budget for the City of Lookout Mountain, Georgia, for the fiscal year July 1, 2008, through June 30, 2009.  Upon a motion duly made, seconded, and unanimously passed, the ordinance was approved on first reading.  A copy of the amended budget is attached. 

 

 

 

ORDINANCE ADOPTING BUDGET FOR 2009-2010:  City Attorney Bill Pickering read in its entirety an ordinance to adopt the budget for the City of Lookout Mountain, Georgia, for the fiscal year July 1, 2009, through June 30, 2010.  Upon motion duly made, seconded and unanimously passed, the ordinance was approved on first reading.

The general budget reflects revenues of $1,019,750 and expenses of $1,014,825.  The sewer budget has revenues of $694,000 and expenses of $676,694.  A copy of the budget is attached.

 

MONTHLY STORMWATER & SEWER REPORT – Copies of the current storm water activity report were distributed to the Council a copy of which is attached. 

 

 MAYOR’S REPORT

 

1)  Walker County Commissioner Bebe Heiskell will present her annual County update meeting here, Thursday, June 18th, 7:30 p.m. here at City Hall. 

 

2)  There will be a called meeting on Thursday June 25th at 7:30 a.m.

 

There being no further business, the meeting was adjourned.
